Honestly Youtube is an enormous Wild West of the internet nowadays, barely policed and apparently mostly in ways that ensure that advertising income isn't threatened and as Youtube is run at a loss, Google is trying to automatize the policing as much as possible and it's clear that it doesn't extend to things like this.

TBH if I get kids, it looks like I'm banning independent Youtubing until they're like 13. (I'm taking it as expected that they'll do some of it anyways, but perfect is the enemy of good.) And this issue isn't even the first Youtube's kid problem that made me think that way.
